How to Remove HotFixInstallerUI.dll

If you have found on your Windows XP a bunch of strange folders with names like c:\c3c0d88ec19067eed392b817 and alike and inside them subfolders with two files: eula.rtf and HotFixInstallerUI.dll then I guess you want to remove them just like me.

The problem is that if you try to delete them they seem to be locked. The strange thing is that I have tried to see the process that has locked them with the Handle tool  but is says that they are not locked…

After wasting an hour googling I found Unlocker which finally deleted them.
